Halmahera Dilemma in the Midst of Nickel Industry

Nickel mining, driven by the global demand for electric vehicle batteries, has triggered significant social and environmental changes in the Indonesia Weda-Bay Industrial Park (IWIP). PT IWIP’s construction and operation phases, overseen by Chinese investors, have sparked concerns regarding fair compensation, environmental degradation, and community well-being. While bringing economic opportunities, the project has resulted in the loss of agricultural land, challenges for fishermen due to deforestation, and environmental issues, impacting health in the community.


Manual laborers at PT IWIP face challenges such as low wages, inadequate accommodations, and unjust dismissal, compromising their living conditions. Ongoing development has altered water quality and increased airborne dust, contributing to a surge in acute respiratory infection cases. Hexavalent chromium concentrations in the sea pose health risks through bioaccumulation in fish.


This report calls on stakeholders, including governments, academics, companies, and NGOs, to address these issues collaboratively. Emphasizing the importance of sustainability, the aim is to encourage responsible growth in the nickel industry, fostering inclusive and sustainable development for all stakeholders. Proactive policies and mitigation strategies are crucial for navigating challenges and maintaining a balance between economic growth and environmental and social well-being.


This report has undergone corrections. The revisions pertain to two aspects: (1) The clarification of PT Trimegah Bangun Persada’s (Harita Group) statement asserting the non-disposal of tailings into the coastal waters of Obi Island; and (2) The status of countries, such as the Republic of Chile, that no longer permit the practice of Deep-Sea Tailing Placement (DSTP).
