A Snapshot of Energy Transition in Indonesia

The publication discusses Indonesia’s heightened commitment to addressing climate change by reducing greenhouse gas emissions, notably through the Just Energy Transition Partnership (JETP) with international assistance. The country aims to achieve a 41% reduction target, emphasizing collaboration in funding and establishing the JETP Secretariat. The study presents field findings on energy transition, focusing on PLTU Cirebon 1’s early retirement scheme and renewable energy projects in West Nusa Tenggara and East Nusa Tenggara. It highlights shortcomings in transparency and community involvement in the PLTU Cirebon transition but underscores positive community responses to renewable energy infrastructure in other areas, emphasizing the importance of inclusive and transparent engagement for successful energy transitions.

 

The publication delves into the results of a field study on energy transition in Indonesia, particularly examining the fairness and transparency of the PLTU Cirebon 1 early retirement scheme and contrasting it with community perceptions of renewable energy projects in West and East Nusa Tenggara. Notably, it identifies a lack of community involvement and awareness in the PLTU Cirebon transition, raising concerns about fairness and transparency at the local level. Conversely, the study highlights positive community responses to renewable energy infrastructure in other regions, attributing the acceptance to transparent communication and benefits understanding.

 

The study employs a participatory action research (PAR) approach, emphasizing active involvement and empowerment of research subjects. It concludes that fair and transparent energy transition practices are lacking in the implementation of PLTU Cirebon’s retirement scheme but are evident in communities embracing renewable energy infrastructure. The publication underscores the importance of engaging communities in participatory discussions, involving diverse stakeholders, and ensuring inclusivity to effectively communicate and address the impacts of planned energy transitions.
