Monitoring, Evaluation, Accountability,and Learning (MEAL) Officer

We’re looking for a MEAL Officer to develop, lead, and manage the systems that enable AEER to measure the real-world results of our programs. You will build and operationalize our MEAL framework, lead monitoring and evaluation processes across our environmental and energy-transition initiatives, coordinate data collection from program teams and partners, and ensure that high-quality evidence is transformed into actionable learning that strengthens program strategy, adaptive management, accountability, and reporting.

This is an opportunity to establish a MEAL function from the ground up within an organization working on nationally significant environmental and energy issues. You will collaborate closely with program teams, partners, and management while contributing to evidence-based decision-making, organizational learning, donor accountability, and knowledge-sharing platforms in Indonesia and internationally.

During your first year, you will work closely with the Program Manager/Executive Director to co-design AEER’s Theory of Change, Results Framework, and evaluation approach. As the organization’s MEAL systems become established, you will progressively assume full ownership of the MEAL function, including overseeing monitoring and evaluation implementation, coordinating organization-wide data collection and quality assurance, strengthening learning processes, and continuously improving the organization’s results-based management systems.

What You’ll Do

● Lead the continuous refinement and strengthening of AEER’s Monitoring, Evaluation, Accountability and Learning (MEAL) Framework.

● Develop practical monitoring tools, baseline studies, and data collection instruments.

● Coordinate data collection and ensure quality assurance across program teams and partners.

● Track program progress, outputs, and risks against work plans and program commitments.

● Analyze data to surface what’s working, what isn’t, and why — feeding into adaptive management.

● Help measure program outcomes — including stakeholder engagement and institutional collaboration — using recognized monitoring and evaluation methods.

● Turn field learning into case studies, learning briefs, and stories of change.

● Supply the evidence backbone for program and reports, and support accountability.

● Build the capacity of program, research, and field colleagues to effectively use MEAL tools and promote consistent implementation.

What You Bring

● Bachelor’s degree in environmental studies, social sciences, development studies, public policy, statistics, or a related field.

● 3–4 years’ experience in MEAL, research, or program management/reporting.

● Solid grasp of MEAL fundamentals: Theory of Change, Results Frameworks, logframes, indicators, evaluation methods, and results-based management.

● Strong writing and analysis in Bahasa Indonesia, with working proficiency in English.

● Sharp attention to detail and comfort building structure from ambiguity.

● Genuine interest in environmental sustainability, natural resource management, or the energy transition.

● Nice to have experience with Kobo Toolbox, ODK, or Power BI; familiarity with participatory monitoring and evaluation methods; prior work with development partners.
